The 4% doesn't apply, only 1%, @ superstores, supermarkets, convenience stores and other non Costco warehouse clubs.

I only spend around $2,500 / year on gas or $50 savings difference from my current Visa so I didn't add another card.

Chevron premium is not the same, it leaves some black sand like residue in the tankers hauling the fuel, I once asked a Chevron employee what is that stuff and he told me " I don't want to talk about it" I don't think this residue would get into an engine as fuel filters would not let it get through. I don't know if all Chevron Premium has this issue or this is just a local problem.
