Think of it in terms of planting evidence.

The interfaces became either (1) supporting evidence for the main premise of the dossier which was that the Russian government had groomed Trump for at least five years to become POTUS and a Russian advocate, or (2) suspicious activities on which a FISA warrant could be based.

In order to build a case of Russian collusion, the FBI would be better served by having members of the campaign engage in actions that could be spun as suspicious. Actions that could be used as supporting evidence.

My argument is that this assumption is a false one. The FBI (or possible another entity) engaged people like Halpert not to uncover evidence but to initiate activites by certain campaign workers that could be used as evidence.

Actually it will be shown that John Brennan and his CIA task force were the ones manufacturing the "russian" contacts with the Trump team. After enough mud was slinged at the Trump associates overseas, by Brennan's task force, he then called in Peter Strzok at the FBI so that the FBI could perform domestic surveillance on the Americans working for the Trump campaign.

But since they could never disclose this operation to the gang of 8 (at least until after Hillary won the election) the plan required then to use a Counter-Intelligence operation. The great advantage (to Brennan and Comey) of using a Counter-Intelligence operation was that if asked by Congress (even in the secret classified session) they are allowed to essentially lie and they don't have to disclose the operation to the Congressional oversight committee.

So they used the Counter-Intelligence operation as the cover to surveil the "loathsome" (in their opinion) Trump campaign.
