He can - and should - declassify everything possible, letting Congress and the public see the truth.

Would you like all law enforcement to show all evidence they are using in all on-going cases, or just this one? Should we tell a totally oblivious drug or human-trafficking ring that we are watching them, and these are our snitches, and we know where they have money , or should we wait and surprise them by arraigning them before allowing them discovery?
