But that is entirely due to Q's self-serving decision to forego any claim to IP at the modem etc. level in order to avoid patent exhaustion. This is the crux of Apple's complaints: this maneuver is artificial, self-serving and not std industry practice.

I am sure Q claims all sorts of IPs. This is why all recent regulatory challenges/settlements have sought to separate SEPs from non-SEPs. SEPs are by and large settled claims. Non-SEP claims will have to be fought out and fought over one by one.
