Yes, the mine closure facility has to be included at the start. If something happens the government doesn't want to be stuck with the bill to clean it up and restore it like they have in the past with other mines.

But don't get me started about the new Bill C69....It's going to kill all but the most ridiculously profitable mine startups, which will be located away from all water, air, soil, and where there has never been any people ever (no traditional hunting or fishing) and the new mine will have to clean the air and provide net benefits to everyone for countless generations to come before they can even start consultations.

I doubt Canada will see any new mines for a long long time, if ever. That money will move south.
