Given that we are overpaying $100 to $300 on consumer PCs and many $1000's on servers (even adjusting for performance) because of Intel's near monopoly on x86 CPUs, I would say that no, PCs are hardly as competitive a space as they could be. Furthermore, the form factors and power consumption of PCs didn't change for many years until the ultra-mobile cycle drove cap-ex.

A very big difference between Qualcomm and Intel is that Intel doesn't officially license x86 to anyone except AMD and Via, and kept them under their thumb for decades through customer pressure until they were forced to compete on engineering merit in the 00's. It happens to be the case that AMD has a competitive part this generation after many near death quarters, but it's Intel or nothing should they stumble in the future. Should ARM or another architecture ever take off in the data center, Intel will quickly lose their 65% margins but that may not happen until late next decade.

The non-FRAND-liness of Qualcomm's is a one-sided distortive narrative invented by Apple. They are attempting to force the defintion of fairness to mean "equal" to Apple instead of "equitable" to the ecosystem. Qualcomm's current model has resulted in a far more vibrant set of hardware implementers and lower prices and higher quality for consumers. It also take into consideration the practical need to enforce IP rights in an industry known for underreporting.
