imo, deep-state is any 'state' or collection of folks & interests w/i a state that provides a more constant direction / guidance / rule than that provided by the various changing personalities in the personalised governing authorities (the faces one usually see) in hong kong, for example, we have a chief executive, and is changed every so often, but the civil service in fact is our deep state, providing negative / positive constant that is independent of the ceo
