Did you ever see the money from a Reg S offering actually used to the benefit of the company? <G> As with any program designed to help those with a legitimate need, within ten seconds it seems, someone decides how to take advantae of it. The SBA's policies regarding REG S financing to help legitimate businesses who had to compete for financing in the US, have been taken advantage of by legions of the BB companies.
