In Arkansas, you have no choice. We're a small state and the three insurance companies who offer insurance here said, "We're putting it on the exchange, if you want it that's where you'll have to get it."

If that makes it Obamacare, yes, it is Obamacare. It is available in any color you want as long as it is black. And if you buy it on the exchange.
