The G6, 7 or 8 is not some kind of statutory organization. It ebbs and flows. Russia first became a member in the late 90s, then was "suspended" (not ejected, just suspended) in 2014. Later, Russia just said F-it and got out. But 2014, Italy worked to reinstate Russia. Japan called for reinstatement. Some of Merkel's affiliates called for reinstatement. And this year Trump. So, it isn't exactly a bizarre suggestion. Personally, I don't care for these working groups anymore than I do the UN. So, it is not a shocking to me. They do it all the time.
