Do you know why a tariff would be used in that case rather than just banning milk imports?

i imagine it is because we do import milk from the u.s.
but want to discourage 'dumping'.

according to the alberta milk board, we allow the first
10 per cent in with no tariffs, whereas the u.s. only allows
three per cent of their imports to come in without tariffs.
we’re the big importers, a five-to-one trade imbalance
with the U.S. on dairy alone. trump and kudlow don't
tell you that.

they would have you believe u.s. tariffs on aluminum and
steel are in response to canadian tariffs on dairy products
which is utter nonsense.

Canada uses tariffs because that is allowed under the rules when the product in question gets government subsidies. Which American dairy does. Dairy is usually a very complicated part of any farm bill.

Anyway, the Canadian tariffs only kick in above a certain amount. IIRC, they apply when the amount gets above about 10% of their own production.

Dairy is apparently considered to be a national security issue.
