Tariffs do matter. Because they can influence the price at which those businesses buy things.

Duh.

Canada limits the amount of US government subsidized dairy products that can be sold in Canada. As the WTO rules allow. We subsidize many agricultural products. If a country doesn't put limits on them, they can drive out domestic producers. One big reason we had so many migrants from Mexico in the 1980s and 1990s is American subsidized corn drove small farmers out of the market in Mexico. They had to choose between working somewhere else or starving. If they had to go somewhere else, might as well go to America and make more money than say, Guatemala.
