I just don't see any reason to confine consideration to the drafting of legislation. That's not the first step in the development of a system. It starts with the identification of requirements, certainly no later than the development of a design concept.

Why that matters is your estimate for how long it would take to come up with a replacement for Obamacare. I see no sign of a design concept. I see no sign that anybody is even thinking about thinking about coming up with one. Or even recognizing the need to do so.

Except the single-payer folks, that is. They can hit the ground running and alternatives will be left in the dust.
