[ IOW Putey Poo told President Puppet to give something up for nothing in exchange. President Puppet said okay, but Mattis talked him out of it in January ... now Trump did it without letting Mattis, Pompeo, Bolton, or anyone talk him out of it. Polly Sigh ? Trump got the idea for ending joint US military exercises in South Korea after speaking with Putin but Mattis talked him out of it in Jan 2018. Maybe that's why Mattis wasn't told in advance this time.
