Evan, regarding shorting and upticks, it varies between the NYSE and NASDAQ. On NASDAQ, many say you can only short on an uptick. This is wrong.

For NASDAQ, if the bid is on an uptick, you can short at the bid. If the bid is on a downtick, you can short at a price ABOVE the bid assuming you can find a buyer at that price.
