One is that China wants to undue the process for some reason. Or, two, China feels confident that the process will go as stated and a little relaxing of sanctions is reasonable.

I imagine that China is not as troubled by the nukes as are others; is less offended by the human rights thing; wants to keep NK more in its own orbit and less in that of the US; benefits marginally from the trade; and still has that border issue to deal with. Looking at NK in a vacuum, I see no reason for China to participate vigorously in the sanctions. Absent other incentives or disincentives, I think that loose participation would be a serious option for a rational actor.
