Not even Horowitz? That is correct. Horowitz did not state that as an absolute. You can conclude what you want. Most people will on both sides. Of course there is no bias in "We'll never let him become president" or "insurance policy". NOr this: FBI Agent: 'I'm Done Interviewing PRESIDENT... You Know, HRC'...

Horowitz discovered a group of officials, some of them in key positions in the Clinton-Trump investigations, who made no secret of their support of Clinton and opposition to Trump.
