but who and why would someone be forced to pay such a high price on a put that is to expire in 3 days. Another 210 sold at a higher price than 30 minutes ago despite a rise in DELL share price.

You have to be kidding! On the other hand someone has to be buying them! If the price of the put option is going up with DELL going up I would say the option traders people are expecting a price decline in the future! They are usually correct more often than not!
