I dunno if Joe K. was looking at a weekly chart of INTC when he made his comments....but in looking at a weekly bar chart for INTC I do see what might be (wrongly) interpreted as a head-and-shoulders top.

However, that being said, I don't think this is the beginning of a tech bear market....perhaps just range bound for the time being.
