The concept is to try. Many western nations have shown how much such programs help. Imagine spending 10 trillion on education, shelter , food and safety for poor, universal health care, etc.

It would surely help better than doing nothing.

Republicans never even try. All they ever do is steal money from the people and give it to the rich. And they couch that theft in BS social science like supply side economics and abstinence only, just say no and pull yourself up by the bootstraps crap.

Many social programs work and those that don't we learn from. That is how a humanitarian society evolves, which is the goal.

Insignificant? But how do you know? As to the stupidity of two endless wars while giving a tax cut - well you get no argument from me. .........But I want to balance the budget, not just offer more money for the poor - so call me cruel. Now, demonstrating that I'm a completely heartless person, I do think we need spend more on mental illness. Lots more! Way, way, way more! Mental illness should be part of the health care system and that should be single pay through the government. ............They tried a head tax in Seattle to help the homeless and actually passing it before business rebelled and politicians backed down. It's complicated.
