How novel. I love it. If someone in government decides more immigrants are wanted, just hire more compassionate civil servants.

I wonder, does it count as a disability if one is determined to have "compassion fatigue".

The criteria are important. It's not like a quota where you can just stop accepting people when you reach a designated number. It's like government entitlements in the US and I presume in Canada where the number to be served is not set but rather anyone who meets the criteria qualifies. If you set the threshold too low, the program can be overwhelmed and unfunded.

FWIW and mostly OT, I once considered retiring to Canada. I fell in love with Victoria while on an Alaskan cruise (had tea "with" the Queen while I was there, sort of) and I really liked the Pacific Northwest climate (I don't do heat and I don't mind gray days.) I figured I would retain US citizenship and get non-emergency medical care in Seattle. I checked the entry rules and found out that I'd have to pay Canada serious money, a couple hundred thousand dollars as best I recall, which bugged me since I'd be stimulating the economy while spending down my savings and not a burden in any way. I would have thought Canada would have been happy to let folks like me occupy a bit of its space in my dotage. Ended up dropping the idea for other reasons.
