No, ICE can stop them anywhere. They just have a freer hand within 100 miles. And sanctuary cities are no guarantee. It doesn't mean ICE can't operate there, it usually just means the city won't be putting effort into checking the undocumented and turning them in if they aren't. Which is why major cities are usually sanctuary cities of one form or another. Having people living in the shadows is bad for so many reasons. Not the least of which is that people in the shadows are highly unlikely to report crimes committed on themselves or others. And that means predators are even less likely to get caught.
