The countries we rebuilt after WWII were outliers.

Hmm. Was anyone else good at building or rebuilding countries before WWII? John Mearsheimer has several good videos outlining the US's foreign policies as an attempt to prevent regional hegemons who could compete with the US. This started with the Monroe Doctrine and continues to this day. If we have a strategic interest in a country, we will build it up enough to block any potential regional hegemon. A county like Saudi Arabia has enough strategic value to maintain a government strong enough to supply oil and act as a counter weight to Iraq (in the past) and Iran currently.

If a country has no real strategic value such as in South America, we simply pursue the Monroe Doctrine and keep out or contain foreign influences as well as possible. They don't get much in the way of funds for building or rebuilding. This grand strategy could be about to fail.
