Yes, it would take a president with vision to do that, but we might get one in 2020. My top pick these days i Kamala Harris,

They did a study of headstart and found for every dollar they spent we got $30 back in reduced crime and increased productivity.

A billion dollars is peanuts to us, but would go a long way in central America, so imagine how much education and health from good food every day a billion dollars would buy for us and them.

So simple yet, no one thinks of it!?
