No, that is putting the cart before the horse. They need the education to effect a safe and secure environment. They should be able to put money into education as a sort of TROJEN HORSE, most criminals not seeing the danger to themselves. We could slip it past them-lol.

And here is a mind boggling statistic: A billion dollars in Central America would probably be worth 5 billion , or something around that, and then you multiply that by 30 times, the amount of pay back research has shown is the return on head start in decrease in crime and increase in productivity.

So using that equation if we put in a billion a year just into education with a free hot mean, we could expect something like 150 billion return effect in a decrease in crime and an increase in productivity.

And as the people get educated they will better know how to discriminate between criminals and honest people and bad social policies and good social policies.

All over the world the most successful countries are the ones with the most highly educated people like Europe, Noridc countries and western democracies.
