It was suspected that there were agents in the NYC office who were leaking info on Hillary to Congress, almost certainly Gowdy and Nunes, and to the Trump campaign. In fact, Giuliani bragged about it until he realized that would make him an accessory to a crime and he swiftly backpedalled.

The IG report had confirmed there were such leaks. The reason it absolved Comey from his actions being partisan was the fact of those leaks and that Comey was afraid of being impeached by Congress if he hadn't of gone public with the FBI findings. That could explain his rather odd conclusion that what Hillary did wasn't criminal, but felt he needed to still castigate her.

It is pretty clear at this point that major factors in Hillary's loss was the Comey press conferences and the Russians. Maybe she would have won if it had only been one or the other, but certainly both pushed Trump over the top.
