There are very few 'institutions' that report their shorts. Mutual funds that have the ability to be short must report. The rest of the world, including hedge funds [the largest shorts] never report shorts. The short interest numbers that show in the WSJ are derived from brokers and could be short against the box or arbitrage, besides pure shorts. The ability or inability to borrow stock is a far better indicator of how widely held a short is.
