I don't think it was so much that Comey had anything to hide. It had a lot more to do with him wanting to keep his job and it being made clear if he didn't do something about Hillary, preferably filing charges, something would be done about him. If you remember at the time, Congressional Republicans were very much moving towards doing something about Comey and his "obstruction of justice" as it were... In other words, the Banana Republicans were doing their best to use their control over government to influence the election. Similar things occurred under Dubya when the DOJ was pressuring the US attorney's to file charges against Democratic candidates right before an election even if the charges were bogus and had to be withdrawn after the election...
