Who determines if they are 'illegally' trying to enter the US? Certain refugees have that right, by law. Are we not a nation of laws?

People trying to illegally enter the US should be turned away.

Sure.

But those still outside the border were not the subject. The subject was people who have already put a toe on US turf. Are you suggesting, as apparently is Trump, unceremoniously dumping them back across the border. Do we change the Constitution first or just do it and let the chips fall where they may?
