Non-violent civil disobedience is civil. "Why should people not be screaming at the horror?" Scream, but, for most issues, don't do it directly in somebody's face when they aren't acting in an official capacity. Show up and scream at your representative at a town hall. Scream in the streets in front of a detention center.
