But that isn't the same as voting. Besides, the Constitution does not specify citizens, as it does in other places, so it isn't an assumption. Texas has a large number of immigrants, documented and otherwise. And it reliably votes Republican. It isn't quite as large as California, but it is close. Nope, they never found the smoking gun as far as the undocumented goes. They didn't under Bush the Lesser either. Despite trying really, really hard and even fabricating stuff.
