Sure. But for much of his term in office, Dubya was working out while Cheney ran the country. For quite a while, the DOJ spent a lot of time, effort and money to root out the huge number of illegal votes were being cast. IIRC, they found like 12 over a several year period. And even then, most of those were people who had registered to vote, despite not being eligible, and never actually voted.
