“I think they're on notice that with Trump, they can't count on us as a reliable ally. To get all that done in 30 days seems pretty unrealistic.”

It definitely is for allies we can’t count on because they haven’t spent their minimum commitments because they have ridden on American coat tails for protection. They can’t say we are unreliable when they haven’t been meeting their commitments. We probably should move out of Germany into Poland for many reasons including pushing the front and to snub Merkel but Trump probably wouldn’t want to risk upsetting Pooti

Yes, I'd like to see more on this Mattis plan. NYT didn't go into detail even though it would seem that this is a rather big development in terms of foreign relations, lol.

<<they can't count on us as a reliable ally.>>

Alliances are two-way streets. What does the EU do for us exactly? Currently. Yes, it came up with some troops, etc. for Bush's ME excursions. But that's history and not something Trump wants to continue.

In fact, if one were to construct a balance sheet, what has Europe ever done for us on balance. It's a group of peoples that have managed to almost destroy themselves not once but twice. The costs to us in terms of blood and treasure were horrific. Aren't they indebted to the US?
