Even so, it's not a communist, government controlled economy. There are only two kinds of economies: government or market based.

An oligarch is simply a non-government person who exerts strong control over a particular sector of the marketplace. His strength thwarts the competition.

How is that any different from a Mark Zuckerberg? Facebook has no competition. We are either members or we aren't. Similarly, Bill Gates once fit the definition of an oligarch before the anti-trust lawsuit took away his lock on the market for operating systems.
