Dunno.

My comment was based on it having a deadline, especially a short one. That, plus Trump's general attitude, suggests a demand rather than a request. I found that interesting.

I know----form over substance every time.

I take your point, sort of, but I had semi-dismissed the substance assuming that the substance, regardless of what it was, wouldn't get traction anyway.
