Control of Congress is not the key here. During the Reagan years, the gop only needed a majority vote, not the 60 votes needed which began after we elected our first black president. So, Reagan needed his party and a few Dems to pass his historic increases in the debt. That was easy to do since there were many Blue Dog Democrats who called themselves conservatives but in reality (history proves it) were not. They were tax cutters and debt creator, not fiscal conservatives, just like the gop.
