Two, there is no such thing as “clean coal.”

There isn't. True, Obama talked about "clean coal" technology. But that has little to do with the coal itself, but how it is burned and, most importantly, how the flue gases are treated. It involves sequestering the CO2 in a variety of ways. The problem is, that makes coal really expensive to use as a fuel.

So no,West Virginia is not exporting "clean coal" to China. There is no such thing as "clean coal". Now he could have meant coal that is low sulfur. That exists. Or low mineral content. That exists. Or some combination of both, and that exists too. But coal that somehow burns magically with low CO2 emissions?

Nope.
