China was an economic failure until they opened up their economy to capitalism. Scandinavian countries are not socialistic. Does the government own the means of production? That's the basic definition of socialism.

Scandinavian counties are more similar to moderately sizedAmercan cities. Much easier to run small bureaucracies than large ones.
