There are lots of problems with imbuing a fertilized ovum with full human rights. Not the least of which is the one you mention. Even if you immediately put a woman in an ICU after they have sex and have a team of specialists monitor and get ready to intervene on the off chance they ovulate in the next few days and the ovum fertilizes, there will still be ones that fail to develop properly, no matter how much money is thrown at the "problem". And it really takes the fun out of it. Which is probably the goal.
