Not just Mexico. These countries take a Liability and turn it into a revenue stream...

Now, I have floated this idea for some time, and I think it is the perfect solution.

The expansion of Illegal Aliens entering our country was not a National Issue for decades. Simply because, it was a Border State problem. TX, AZ, CA. The reason these Illegals gathered in the Border States was that it was difficult and expensive to wire money back to Mexico. So they used an advanced network of couriers who brought the money across the boarder and got it delivered to the recipient in Mexico. But you had to be close to the boarder in order to take advantage of this system. Then came the deregulation of the wire transfer system, and suddenly you could transfer thousand of dollars to Mexico and other nations for relative pennies. So as long as you were close to a Western Union/Walmart. You had a path to remit money back to their "home countries". So illegal immigration exploded to nearly ever state in the Union due the availability of transferring money cheaply back home from the local Walmart.

So the solution goes something like this...

You walk into a Wire Transfer location and transfer money from a US based Bank Account to an overseas destination. No problem. Off it goes.

Now, you walk into a Wire Transfer location with a wad of cash and want to transfer it out of the country.. Still not a problem.. But, the US Govt. has no idea where this cash came from. Could be a completely legal, or a illegal transaction. So the solution is simple. If you show up with cash, then we will tax the money at the highest Federal and State Tax Brackets. That's 52% in California. The US Govt will print out a receipt for this transaction and you can file the receipt with your State/Local/Federal Returns for a full refund.. Or if you don't like that option. Just take it down to your Bank and deposit it into your account and no further action is necessary.. The full amount is transferred. This largely guarantees that the cash feeding the transaction is traceable and taxes will be paid on it.
