No they didn't. They committed to work toward a balanced budget by cutting spending and growing the economy.

(I realize that after 8 years of Obama, this may sound like a foreign concept to some of you). They simply attempt to get laws passed by Congress.. In the case of his "promise" of a balanced budget.. well, when the other party doesn't want a balanced budget, and they hold commanding control of one side of Congress. Then all you can do is try.
