Presidents do not have the power to enact laws. (I realize that after 8 years of Obama, this may sound like a foreign concept to some of you). They simply attempt to get laws passed by Congress.. In the case of his "promise" of a balanced budget.. well, when the other party doesn't want a balanced budget, and they hold commanding control of one side of Congress. Then all you can do is try.

You know, you guys should really read some books and understand the basis of your HATE AND RAGE.
