No he is not. He is an extremely proficient and meticulous person. In fact, I'd say he is as polar opposite in the personality spectrum from Trump as you could get.

The point of an indictment is not always to prosecute that person, but to prosecute other accomplices. I bet it will look really bad on you if you have to show up to a grand jury as an accomplice to an indicted Russian criminal, even if the Russian is nowhere to be found.

Furthermore, this announcement shows that progress is being made and also frees up resources to Mueller as he passes on parts of the investigation to other departments through the links to the indicted Russians.

You need to look beyond the headline.
