The Japanese official you were alluding to was none other than ex-Prime Minister Kiichi (sp?) who said way back in 1990/1991 that the blacks in America reduced the overall productivity of the USA. This got the Afro-American community foaming at the mouth for quite a while until he apologised. I didn't think he was being racist. Rather, I think he was misinformed by his aides.

In the months that followed, anti-Japanese sentiment was strong. Japanese-owned property, especially in California, was vandalized, and a Japanese Honda Accord was sledge-hammered to a wreck in public by an irate 'white' American. For all I know, he might be an 'albino', a quadroon or octaroon.
