"NOBODY says it changed any outcomes" Perhaps that's because NOBODY isn't investigating that. Instead, he will leave it for the political scientists to figure out, while he works with Mueller to find out who did what when, how they did it, and who, if anybody, helped them. "How many minds did Comey change? Was that measured?" Maybe; I've seen campaign insiders say they could see it show up in the polling data. It's another study for the political scientists. It doesn't have any bearing on the Mueller investigation.
