Sure, there are outliers. But for most people, income or lack of it, is going to correlate with poverty. So it is a decent measure. In addition, there were significant changes in a short period of time. The social changes you are describing occurred over decades. And the year over year changes were small and correlated with how well the economy was doing, with poverty going up during recessions and poverty going down in a recovery.

So there is every reason to take the numbers are credible.
