I'm not very familiar with how the regional banks react to this kind of environment of rising rate (it has to be positive because banks will charge more interest to borrowers) and the economic stress from the trade war. I just thought the rising yield will benefit the regional banks (it is a sector index, 3x performance of kre).

Unless you can buy the rising yield fund (or inverse bond fund), perhaps even the inflation-protected bond in 401k?
