I'm sure that that is true to some extent. Chinese solar companies get around some of Trump's solar tariffs by producing in other countries and perhaps producing in China, then shipping to another country before getting the the US.

My guess though is that China will use the tariffs to their benefit. They will devalue the yuan to make their exports still cheaper and will compete with the US in other countries. And they will strengthen their international ties. They are playing a long game while Trump, as Scarborough puts it, is day trader. Day traders die broke even if they sometimes win in the short run.
