The argument has merits. But why hasn't China been more outspoken to spook the markets?

Its early. Remember when Bush went to war with Iraq? He got his allies in the Senate to start pounding the table in mid-August, then he started pounding the table in Sept, after Labor Day. The election doesn't begin until after Labor Day. Americans have short memories. Especially the ones whose attitudes tend to count on election day, the ones who don't really pay attention to what's going on in politics and get swayed by advertising.

Maybe an element of surprise? And using their ammo the most effective way?
Such as, wait until fed raises more rates, see how the market reacts to the rate hike, then add the USB selling of a few to tens of billions of dollars by China, this could really drive up the market panic.

The Shanghai is down almost 20% this year and there's a risk of a debt crisis. At some point, they need to be more aggressive. Whatever they do won't be pretty.
