Maybe that's why China is spending so much time in Africa and doling out money left and right. Almost $15 billion in South Africa and it isn't part of Belt and Road? They're up to something and it's big.

I see they've upped the amount of money they're spending on Belt and Road from $1 trillion to up to $8 trillion.
