It could be ammunition for Trump to escalate his actions (as opposed to just rhetoric) and go after companies Huawei even harder. Beyond, restricting U.S. government purchases of their equipment, he could bar them from having any official presence in American research universities. So long as the net flow of IP continues to go from west to east, China will have more to lose in the long run.

MOFCOM's dragged out, drawn out review of the deal long predates this trade pissing contest. The two events are not related. I don't get why everyone keeps conflating the two.

As to upside/downside, there is no upside to MOFCOM performing to a deadline they did not set.
